Satyendra Dubey an enginner in National Highway Authority was shot dead with bullet in Gaya circuit house of Bihar. He gave information about the corruption to NHI by writing a letter to the then Prime Minister Atal Bihari Vajpayee. But no steps were taken in this regard by the PMO. Some sources assert that the information was revealed by the PMO.
In the same way Manjunath, an IOC official of Indian oil corporation was also killed. He was the former student of IIM. It was easy for him to work in any multinational company but his honesty paid him worst price. Before 2010 within 7 months eight RTI workers were killed. In the month of July an RTI worker of Gujarat Amit Jethwa was killed for the same reason as he revealed the case of illicit mining and the real face of BJP parliamentarian. And a common message was that clamour against corruption would lead to death.
Perhaps government is awake from long slumber. It has been magnanimous in providing a law to protect the identity of those who raise their voice against corruption. The bill’s name is public interest disclosure and protection for persons making disclosure bill 2010. It’s known as whistle blower bill 2010. The person who will give information about the misuse of public money and scams in government institutions is known as a whistle blower. This bill gives right to Central Vigilance Committee (CVC).It was also discussed to give the power of Diwan I adalat to it. If the information gets revealed than complaint can also be filed against these officials. The bill covers central government, state government and workers of public sector. Will CVC be able to fulfill its responsibilities and fight with corruption in states, districts and panchayats and ultimately at such huge level is a big question. No doubt the roots of corruption are very strong in India. Perhaps it will be difficult for CVC to deal with all the complains. The RTI has support of Central and state information committee.
Chauthi Duniya has done vast investigation of lokyukata office in Bihar and Uttar Pradesh. The information divulged through RTI manifest that CVC in these states have become a white elephant. It’s a dismal fact that with so many rights it’s not able to do anything substantial and crores of rupees have been spent every year on these offices. In a state like Bihar a common man doesn’t even know that there is a post called Lokyukta where they can file a complaint. According to transparency international report India is among the most corrupt countries. The CVC has to prove itself in any case.
